Procurement Specialist - Islamabad - BHP Billiton

BHP Billiton Petroleum is a significant oil and gas explorer, and producer, with major production assets in Australia, the United Kingdom, the Gulf of Mexico (US), Algeria, Pakistan and Trinidad & Tobago.

In 1995, a BHP BIlliton joint venture was awarded the Dadu Concession (Block 2667-1) located in the province of Sindh, Pakistan. The Zamzama gas field was discovered in 1998.  The field began producing in March 2001. Full field development (Phase 1) was completed in July 2003 and a gas sales agreement was signed with SSGCL/SNGPL for sale of 320MMSCFD of gas.  The next phase of Zamzama development has recently been completed involving new gas treatment facilities to increase gas sales by an additional 150 million standard cubic feet per day.

Pakistan's operations achieved a significant milestone - nine years without a Lost Time Incident at its Zamzama Gas Plant operation.  The facility continued certification for both ISO 14001 for Environmental Management and OHSAS 18001 for Occupational Health and Safety Assessment Systems and received an Environmental Excellence Award by the Pakistan NGO, the National Forum for Environment and Health.  The Pakistan operations sponsored significant community programs focusing on sustainable development.

Position Synopsis

This is an Islamabad based position reporting to the Supply Manager. Key responsibilities include managing comprehensive contracting & procurement strategies from prequalification of contractors to evaluation, negotiation of bids and proposals & preparing recommendations for approval; supporting the team in liaison with all stakeholders; overseeing personnel, resources and activities to plan and execute all factors and steps related to setting up and managing contracts and orders; recommending and implementing purchase control procedures to improve procurement practices and techniques; and monitoring supplier overall performance through KPI measurement, preventative expedition, vendor evaluation and inspections to assess capabilities resulting in timely delivery of goods and services. 

Skills and Experience

MBA from a recognized University with at least 6-8 years relevant working experience within the Oil & Gas Industry.  Candidates possessing Bachelors degree in Engineering (Mechanical/Electrical) will be preferred. Should be computer literate with strong planning, communication, presentation, negotiation & influencing skills.
